Two reasons:
1) Buses are constructed in a way to preven children from being thrown out and about....high seats, smaller safety windows…
2) If a fully bus were in a crash or was immersed in a manner that you have to quickly evacuate 60-70 kids, this is quite difficult if they first have to release seat belts (keeping in mind that some kids may be unconscious at this point or may struggle to operate them).
Ironically, its for their safety.

I do remember some buses having seatbelts when I was young. I also remember kids using them to hit eachother with. I’m with Bill, I think it’s for their safety.

I can remember reading my grandfather’s doctoral thesis on school transportation safety. He wrote the thesis in the early 1950s after studying Pennsylvania school bus crashes. Overwhelmingly, student death in crashes was either due to fire or submersion.
School buses are big enough that they absorb the impact of a crash. Seat belts are not needed. This has been studied over and over again and the kids are safer without them.

My 3 year old daughter ccasionally rides the bus (in Stewartville) to preschool but we have the “Heartland Express” (or something like that) and they DO have seat belts that fit her well. I don’t think I’d let her ride without it. 3 year olds are just too little (and they don’t sit as patiently as big kids).
