Community Development Block Grant Program
2021 Amended Action Plan
A draft copy of the 2021 Amended Action Plan for the City of Rochester, Minnesota is available for public comment.
The 2021 Amended Action Plan is the required annual update of the 2020-2024 Five Year Consolidated Plan. The Consolidated Plan is a report required by the Department of Housing and Urban Development (HUD). The 2021 Amended Action Plan report indicates what activities will be funded with the 2021 Community Development Block Grant (CDBG) funding.
The draft copy of the 2021 Amended Action Plan will be available for public comment for a 30-day period, beginning April 17, 2021 and ending May 17, 2021. Any written or verbal comments received during the comment period will be included in the final submission of the 2021 Amended Action Plan to the Department of Housing and Urban Development.

In 2021, the City of Rochester received $710,025 from the Department of Housing and Urban Development through the CDBG Program, anticipates receiving approximately $100,000 in CDBG program income, and has $32,723.36 of prior year 2014 funding. This is $42,748.38 more in funds than was anticipated or allocated. The City is proposing to allocate additional funding to ADA needs and amend the City Hall and Group Home ADA upgrades, to more broadly be available for any ADA needs. All program income received comes from the City's Single-Family Housing Rehabilitation Program and will be allocated back to this program.

The Rochester City Council will consider an amendment to the 2021 Action Plan for the Community Development Block Grant (CDBG) Program.
Staff is recommending the City Council amend the 2021 Action Plan for the City of Rochester's Community Development Block Grant (CDBG) Program to allocate additional funding and amend the project from City Hall and Group Home ADA upgrades to ADA needs.
The Rochester City Council will consider the above amendments to the CDBG 2021 Action Plan at their May 3, 2021 meeting, beginning at 6:00 pm online.
