Emergency responders were called to westbound U.S. 14 ramp to West Circle Drive, where a passerby saw a vehicle partially submerged in a retention pond just after sunrise this morning.
Minnesota State Patrol trooper Eric Bormann believes the driver got out of the vehicle sometime before sunrise and left the roadway from the exit ramp.
"The driver’s side window was broken, which at first led us to believe the person may have been ejected," Bormann said.

The Rochester Fire Department probed the retention pond with poles and didn’t find anything.
The vehicle pulled from the water was a dark green 2001 Acura wagon.
"We’re trying to make contact with the vehicle’s owner to see if they’re OK," Bormann said.
