WINONA: Talk will focus on new upper Mississippi refuge plan
A talk on the new management plan for the Upper Mississippi National Wildlife and Fish Refuge will be at 7 p.m. March 5 at Park Lodge, in Winona.
The talk by Cindy Samples of the U.S. Fish & Wildlife Service is part of the March meeting to the Hiawatha Valley Aubudon Society. The service hopes that more slow, no wake zones and electric motor only areas, which are part of the plan, will provide more places for birds to rest and feed. She will also discuss upcoming changes in the refuge.
To get to the lodge, go to U.S. 61 in Winona to Huff Street and cross the causeway on Lake Winona, then go right two blocks.
Plainview: First Bluebell Festival being planned

An organizational meeting for the city’s first Bluebell Festival will be at 7 p.m. March 25 at People’s State Bank of Plainview.
The festival will be May 10 with activities in Plainview and at Carley State Park.
Bluebells are among the wildflowers that bloom in the spring at the park.
