Mower County Sheriff Barry Simonson said officers spotted the man walking in the 100 block of First Street Northeast at 1:11 a.m. and were aware that he was wanted on a Mower County warrant.
Officers found a plastic bag containing a white powder in the coin pocket of his pants. Simonson said the man admitted to carrying a brass marijuana pipe.
He is being held at the Mower County Jail.
