Anyone driving along Rochester's Second Street Southwest recently has seen piles of dirt being moved and a large retaining wall under construction.

The work is under way at 2560 Second St. SW, across the street from a Mayo Clinic parking lot and next to the Primrose School of Rochester.

Permits submitted to the city show plans for an 18,500-square-foot commercial center called "Uptown on Second" to be built in the shadow of the large retaining wall.

Uptown on Second, owned by Rochester business leader Jay Maier, is expected to have "five commercial leasing spaces at grade level and parking on the roof," according to the permits.

One of the permit filings includes a value estimate of $1.5 million for Uptown on Second.

The commercial complex is being built near where the Glenn Miller Interior Design office once stood at 2400 Country Club Road SW.
