Law enforcement memorial seeks design flexibility

Rochester Planning and Zoning Commission set to review request from project planners Wednesday.

Plans for a law enforcement memorial in the northwest corner of Soldiers Field Park continue to move forward.

On Wednesday, the Rochester Planning and Zoning Commission will review a request for flexibility on some design requirements. The commission meets at 6 p.m. Wednesday in the council chambers of the Government Center, and the meeting will livestream at www.rochestermn.gov/agendas.

The proposed memorial would include three walls of honor, each 10 feet tall, with the names of memorialized police officers. It will also include a 15-foot central pillar and retaining walls built into the hillside near the intersection of Seventh Street Southwest and George Gibbs Drive.

Planners of the memorial are asking for flexibility related to the required 40-foot setback for two of the three 10-foot walls and planting guidelines for the project’s bufferyard facing the nearby neighborhood.

“We need the modifications to make this work,” Brian Moser, director of construction and development for Titan Development and Investments, recently told the city’s Heritage Preservation Commission during its review of the project.

The Heritage Preservation Commission opted to allow the request to move forward, but members asked for more information regarding the historic status and uses of the section of the park.

On Wednesday, the Planning and Zoning Commission will have the option to approve or deny the requested modifications, which are not expected to be presented to the Rochester City Council.

A final site development plan will still need to be approved before construction can begin.

The Law Enforcement Memorial Foundation of Southeast Minnesota continues to raise funds for construction of the memorial, with a 2021 goal. The organization is seeking $400,000 for the project.
