A merger between the Rochester and Olmsted County park systems might very well prove to be beneficial to everyone. Another thought: Why not ask for volunteers to help maintain some of the parks like the city does with street areas?
Put up signs that give notice that such-and-such families are taking care of such-and-such. It could be picking up litter, raking leaves, cutting grass, trimming weeds or even painting play equipment. Why shouldn't those who use the parks help to maintain them and keep the costs down for the county and city?
