The Rochester City Council will be asked Monday to approve an agreement for final design services and property negotiations connected to plans to reconstruct nine blocks of North Broadway.

In June, a split council approved the redesign, which extends north of Civic Center Drive to 13th Street, after a compromise was reached to keep all existing intersections in place.

The design option calls for two lanes of traffic in each direction, left-turn lanes, a one-way protected cycle track on each side of Broadway, sidewalks and in-lane bus stops.

With the plan in place, Rochester City Engineer Dillon Dombrovski said the city’s consultant, Bolton and Menk, presented a $745,487 estimate for final design services and temporary and permanent land acquisition services.

"This is just the progression of the design with the consultant," Dombrovski said of the proposal being presented during the council’s meeting at 7 p.m. Monday in the city-county Government Center, 151 Fourth St. SE.

He said the full cost of the design phase couldn’t be determined until a complete proposal was in place.

The revised contract will bring the agreement with Bolton and Menk to $1.6 million for planning and design services on the project, which is estimated to cost $17.1 million when complete.

Along with being asked to approve funding for the final design, the council will be requested to allow city staff and the consultant to negotiate easements needed for construction, which is expected to start in June.

Approximately 120 temporary easements for the construction period are expected to be required, along with a handful of permanent acquisitions, which Dombrovski said are small areas primarily located at intersections to accommodate Americans with Disability Act requirements for sidewalk access.

Without council approval to enter agreements for the project, each property would need council review, which could delay the project, Dombrovski said.

As it stands, the project is expected to be completed in November 2020.
