No charges in fatal accident of July 31

No charges will be filed in connection with a two-vehicle accident that claimed the life of a 19-year-old Rochester man in July.

The accident occurred late the night of July 31 in rural Olmsted County. Douglas Siem was pronounced dead at the scene. His passenger, 20-year-old Nathan Schwanke of Rochester, was injured. Both had been thrown from the vehicle. The driver of the second vehicle, Brett Stein, 19, of Rochester, was not hurt.

The crash occurred at the intersection of County Road 11 and County Road 21. Siem was northbound on 11 and collided with the Stein vehicle, which was eastbound on 21.

Sheriff Det. Dave Rikhus said tests show alcohol was not a factor in the accident. He also said that, based on an accident reconstruction, Siem failed to stop for a stop sign and hit Stein broadside. He said Stein was not negligent.
