Oil crisis can be handled better

There are different ways for a president to handle an oil crisis.

Franklin Roosevelt rationed gasoline. Richard Nixon limited highway speeds to 55 mph. Jimmy Carter asked everyone to turn back their thermostats. And George W. Bush asked Congress to allow more oil wells.
