DULUTH -- Three teenagers have been charged with a felony after they confessed to vandalizing campaign signs for President Bush and painting a swastika outside a Duluth home.
After learning that homeowner Bob James was upset, the teenage boys went to the Duluth News Tribune in September and confessed.
