Unconditional bail is set at $200,000 for a Rochester man who allegedly threatened another man with a gun two weeks ago.
Sysovath Phutseevong, 27, 512 14th St. S.E., No. 3, is charged with second-degree assault with a dangerous weapon and making terroristic threats, both felonies. His conditional bail is set at $100,000, and he returns to court Nov. 18.
The charges stem from an incident about 1 a.m. Oct. 31 at Barlow Plaza. A woman called police and said a man threatened someone with a gun. He left in a silver car. Police arrived and stopped a vehicle that was leaving.
According to the complaint, the male driver and his girlfriend were at a bar in the shopping center and ran into Phutseevong. The complaint said the driver and Phutseevong argued over some stolen speakers.
When the couple left the bar, the complaint says, Phutseevong was in the parking lot. The woman said her boyfriend and Phutseevong fought. She said other people broke it up and that Phutseevong then pulled out a pistol and pointed it at her boyfriend. She said he was only a few feet from her boyfriend and that he had a finger on the trigger. She said he fled when she said she was calling the police.

Phutseevong was arrested Nov. 2. He denied any involvement in the assault, the complaint said.
