The Rochester Police received several reports Tuesday morning from people who said they saw a man masturbating in a North Broadway church parking lot.
At 8 a.m., police took reports from several people who saw a man in the northwest portion of the Evangel United Methodist Church parking lot with his sweatpants down to his knees, Rochester Police Capt. John Sherwin said.
The man was described as a white man in his mid-20s, wearing a black shirt, gray sweatshirt and black backpack, Sherwin said.
