Sex offender moves to new residence

A Level 3 sex offender moved Monday to a new residence in the 100 block of 16 Street Southeast in Rochester, according to the Rochester Police Department.

Ramone Lamont Newell previously lived in transitional housing in the 2100 block of Campus Drive Southeast.

Newell, 25, has a history of exposing himself in public to adult and adolescent female victims, as well as looking into windows, according to police. He reached through a window and grabbed the leg of one victim while she slept, according to police.

Newell was not known to his victims, according to police, and he also has a history of assault and burglary.

Level 3 offenders are considered at the greatest risk of re-offending.

Police describe Newell as black with a medium complexion, 5 feet, 9 inches tall, and 192 pounds with brown eyes and black hair.
