WINONA — Another man has been charged as part of a major operation targeted at those selling drugs in Winona County.
Oulie Joe Senthongphet, 23, of St. Charles was charged April 26 in Winona District Court with two counts of second-degree controlled substance crime.
The complaint alleges a confidential reliable informant bought the drugs from Sengthongphet.
He is one of nine people facing various charges as part of Operation Rural Roundup.
